Knowledge Application Services
Knowledge Application Services, LLC was formed in 2003 to provide corporate memory and knowledge store services to organizations, businesses and government agencies. The business provided a full range of information services, using the model of Business Process Outsourcing. In this model, an application is a set of business processes.
KAS developed two applications: Corporate Memory (the information created by an organization of value for re-use) and Knowledge Store (the information an organization uses to do its business). The Corporate Memory application uses the tools and principles of records management to organize and make information available. The Knowledge Store application is a "library" of information that is made accessible to a community.
On June 9, 2003, Scan-Optics Inc. announced the introduction of Knowledge Application Services as part of it's new and expanding Business Outsourcing Services. Click here for the News Release. During the incubation period at Scan-Optics, software from Cuadra Associates was developed to provide services to federal government agencies working to mediate labor/management relations.
The relationship with Knowledge Application Services was one of several attempts by Scan-Optics to move beyond manufacturing into information services. Scan-Optics was the leading manufacturer of high-end scanning equipment and software. Due to the rapid development of scanning software and hardware which made scanning and optical character recognition processes that can be done by any office or organization and the general decline of manufacturing in the United States, Scan-Optics was not able to make the transition to the new business model. It declared bankruptcy in 2005 and was taken over by a private equity firm.
On August 31, 2005, KAS LLC was founded to take over the business started at Scan-Optics. In 2008 KAS was awarded a five year contract with the National Mediation Board (NMB), a small federal agency reporting directly to the President. KAS managed all the information of the organization and worked with the National Archives and Records Administration (NARA) to develop and operate a records management program. It provided software, hardware, storage and professional services as a package.
NMB became the first federal agency to manage all records in electronic form and its work was recognized by the Archivist of the United States in 2011.
In the last year of its contract KAS worked with NMB to move its information management to the cloud. Despite the initial efforts to develop a records and information management system using open source software, NMB was not able to carry out KAS's proposal to move totally away from proprietary software.
When the contract with NMB period ended in October 1, 2013, KAS chose not to continue the relationship.
