In 1984, an association of towing and recovery operators in Virginia approached Ken Megill and asked him to serve as their first professional executive director. They wanted to become a profession - to secure recognition for the work they do, establish educational and training programs for tow truck operators and provide a forum for self-made businessmen and women to develop professionally. In cooperation with members of the organization, he developed the first educational and training programs for tow truck operators, and developed a political action and lobbying program in the Virginia General Assembly, where he was a registered lobbyist. In 1985, the General Assembly passed the first legislation relating to the towing and recovery industry and ordered a study by the Commerce Department to provide for licensing and professionalization of the industry. He developed a professional newsletter and public relations program and automated the operations of the association. In 1986 he was named by Tow Times Magazine as the outstanding state executive in towing and recovery industry.
